Saying that anime is full of perverted characters may be a bit of an understatement, as several series have really turned up the perversion of some characters, coupled with a whole lot of ecchi scenes. Japanese anime character database Charapedia has recently asked its readers to weigh in on the character that they think is the most perverted of all.
With 10,000 votes counted, 44.7% of whom are males while 55.3% are females, here are Charapedia’s Top 20 Most Perverted Anime Characters:

UPSETS, upsets everywhere!
While it may not be surprising for characters like Ryo, Sanji, Ataru, and Master Roshi to be placed high in the top 10, just the fact that High School DXD’s perverted demon, Issei, who is known for is signature catchphrase which is “Oppai!”, is only at #10 proves that this ranking is indeed full of surprises. Also surprising is that Naruto’s Jiraiya only places 19th over-all while Baka and Test’s resident Ninja Pervert fails to make it to the Top 10.
#1 ranked Ryo Saeba is one of the many characters deserving of the #1 spot as he is a known womanizer and flat out pervert. He beats out one of anime’s most well-known pervert, Master Roshi who has been associated with perversion from the moment he was introduced.
