For many anime fans, “flat is justice”, and that certainly rings true for many female anime characters who are best known for their um… modest chests.
For this week’s poll, the Japanese character database, Charapedia, has asked anime fans to vote for the female anime character who they think has the most charming “Cinderella Bust. ” The term “Cinderella Bust” originated from a lingerie line of the same name which was released for Japan last year. That lingerie line was specifically designed to women with A cups or lower, in other words, ones with flat chests. So which flat chest in anime is most charming? Here are the Top 20:

Chihaya Kisaragi, whose flat chest has now become legandary and has become the butt of many iDOLM@STER bust jokes, unsurprisingly gets #1 in the list. The legendary pettanko has suffered plenty of jokes because of her clear bust envy, and was even one of the running jokes in Puchimas!
Flat is also used to best describe the poll’s #2 and #3, as both Riko and Nico have often been featured in fanarts to be suffering the same fate as poor Chihaya.
Well, look at the bright side, they have plenty of fans! Bust size ain’t everything, right? Flat is justice, right?!
